What is the difference between item discount and bill discount?

An item discount applies to one line. A bill discount applies to the whole invoice, and can be set before tax or after tax — before-tax reduces what GST is charged on, after-tax is a plain cash-off at the end. Both can be a percentage or a flat rupee amount.
